Methodology & Selection Criteria

The individuals listed on this page were identified through documented public record and internal review. Inclusion does not reflect participation, endorsement, or any affiliation with Horizon Accord.

These criteria apply equally across all three lists.

Selection is based on observable, documented behavior — not reputation, credentials, or public standing. The criteria are:

  • Documented instances of revising a position when evidence contradicts it
  • Demonstrated pattern where conclusions follow evidence
  • No observable pattern of retrofitting evidence to pre-existing conclusions
  • Claims supported by sources that can be independently verified and reproduced
  • Sustained work in contested domains without degradation of methodological rigor

Personal values, political affiliation, ideology, institutional backing, and public popularity are not factors in selection. A person may hold views we disagree with and still meet the standard. A person may be widely recognized and fail to meet it.

The Ledger is a living document. Entries are reviewed as new material becomes available. Individuals may be moved between lists or removed entirely if the documented record warrants it. Changes are noted.

This is a documented assessment based on the criteria above. We encourage independent verification of every entry. The reader is the final arbiter.
